I flew a similar (except, of course, better) setup and I had fairly good success with it. It also might kill some BCs (but it could on the other hand fail horribly, particularly a dual nanofiber 0 te fit). It's trash for everything else.
I killed some nano Hurricanes with a OD/TE/3xgyro/DC fit with 3x crdfe scrambling shieldfit. But, it's not a generalist fit and competently flown closerange BCs will generally shred it as will many long range fits which will also shred it (particularly if you fit zero TEs and something like dual nanos). You use that if you want to kill hacs or your gang wants a BC-sized scrambler.
Generally the dual TE Hurricane with disruptor is cookie cutter, with its only disability over shortrange fits being unable to hold on to something faster. Fit dual TEs, 2-3 gyros (3 gyros), 2x crdfe and poly rig. You have the added benefit you will shred something stupid like a 0 te dual nano scrambling Hurricane with em rig every time.
The major downside of both the scrambling shieldfit and the plate fits is that they have practically zero disengagement options when the fight starts. Sure, the plate fit aligns slower and has slower topspeed, but neither move very fast when scrambled and webbed.

Actually, it's very likely the typical nano cane will just shred that fit to pieces, particularly if it has to burn to range for any amount of time, since it has zero TEs and only default - read crap - range. Plus, with a EM rig and dual nanos it has **** buffer as well so would probably lose at 0km anyway.

Basically, if you want to fit a shield hurricane, this is what you'll do in 90% of the cases.
2x med neut 6x 425mm II
y-t8 mwd disruptor invuln lse
dc 2x te 3x gyro
poly rig+2x crdfe rigs or aux thruster/2x crdfe or 3x crdfe rig
Warrior IIs or light ecms if you're a ***

Ouch, the price drop had to hurt. But they're so common from rat drops that I doubt anything will really restore the price. I got two out of lowsec rats while pretending to be ratting so the dumb Pilgrim gets to agress.
